Petition Lifecycle: Draft to Resolution

Every petition moves through a simple lifecycle:

• Active — currently collecting signatures, before its close date
• Passed — reached its target signature count before closing
• Failed — closed without reaching the target

What happens at resolution

Once a petition's close date arrives, it's locked into either Passed or Failed based on whether it hit its target signature count at that moment — signatures don't count after the close date even if they were already queued.

Why this matters

A Passed petition is a visible marker of a cause enough of the electorate rallied behind — it doesn't force an automatic in-game policy change, but it's a strong public signal, especially useful alongside your own manifesto planks if the cause aligns with your platform.
